After three long years of work, contacting and talking with area property owners, the Troost Avenue Community Improvement District was approved by the City Council. The District covers the commercial corridor on Troost Ave. from 46th St. south to 75th St. along with 63rd St. from Pener Plaza west to Rockhill Rd.
The Board members elected to manage the District are Chairman Matt Heinrich–Rockhurst University, Vice President David Pener– Pener Plaza, Secretary Emmanuel Obi– Obi Consulting Engineers, Treasurer Rosetta Smith– Kody’s Learn-N-Develop, and board members Steve Pierce– Muehlebach Funeral Home, Angenette Hollins– Unique Hair Salon, and Theodis Watson, Commerce Bank.
Revenues for the district will be generated from the annual $150 property tax per parcel and a 1/2 cent sales tax. The planned services include litter and graffiti abatement, area awareness officers patrolling the corridor, marketing/promotion of the community, and
other improvement efforts. Work is expected to begin in January 2014 after funds become available.
