The Planned Industrial Expansion Authority (PIEA) took the first step toward granting a tax abatement for a proposed $45 million senior-housing development on the Research Medical Center Brookside Campus. During its monthly meeting, the PIEA voted unanimously to authorize a blight study and approve a general development plan for a 13.3-acre portion of the 37-acre outpatient campus. If blight is determined, Sonoma Development Partners LLC will seek property tax abatement.
Kelley Hrabe, managing partner of Sonoma Development Partners, said the firm has contracted to buy the 13.3 acre site from HCA, Inc. The contract requires that the developers receive project financing and a Missouri certificate of need for the assisted-living portion of the project within 18 months. It also requires that Sonoma pay for the demolition of five existing medical buildings.
If all of those conditions are met, Sonoma will develop a project called Rockhill Green, including 90 assisted-living units, 30 memory-care units and 136 independent-living units for seniors. The housing units would be on the north side of the Brookside campus along Troost Avenue and Rockhill Road between 65th and 68th streets.
